                                         Meeting Minutes

With the absence of Presiding Commissioner Phillips, County Clerk Brown appointed Commissioner Bilyeu 
as acting Presiding Commissioner. A quorum was established. Commissioner Bilyeu requested if there were 
any items listed from the consent agenda that needed to be moved to Section III for further discussion. 
Commissioner Morris declined the need to remove any items. The consent agenda, which include approval 
of today's agenda (March V, 2022) which was posted in accordance with statute. Minutes presented for 
February 22, 2022. Financials presented to include Certified Court Order 03-01-2022-01, and awards to 
Include the contract for NRoute (Motorola), the ADA voting equipment (Unisyn) and the contract to 
American Business Systems. Additionally, a Procurement Proclamation for the month of March. 
Commissioner Morris made a motion to approve the consent agenda as presented. Commissioner Bilyeu 
seconded the motion. 

Aye: Commissioner Morris and Commissioner Bilyeu. 
The motion passed. 

Kay Brown presented the mail-in election for Ozark Centre Transportation District for record. No motion 
needed. 

Karen Matthews  presented the Annual Report for record. No motion needed. 

Joan Doss presented the following Right of Way deeds: 
Willoughby Road, Spring Hill Road, Greene Road, Union Chapel Road, Union Chapel Road, Robinson Road, 
Spring Creek Road, Aloe Road, Terrill Road, Spring Creek Road, Washam Road, Terrill Road, W County Line 
Road, Southern View Road, Camelot Drive. Commissioner Morris made a motion to approve the Right of 
Way deeds as presented. Commissioner Bilyeu seconded the motion. 

Aye: Commissioner Morris and Commissioner Bilyeu. 
The motion passed.

At 1O:OOam, Joan Doss presented a Rezoning Hearing on Caseft: 2022-14, Excel Investments, MTJ Holdings, 
LLC. Commissioner Morris made a motion to approve, as presented. Commissioner Bilyeu seconded the 
motion.
