Every jurisdiction that signed the agreement has received an original copy for their records. The Governor of Missouri approved the MPO boundary expansion proposal in February 2002. Members from the new jurisdictions were invited to start participating in MPO meetings in March 2002. All new jurisdictions have sent representatives to the MPO meetings. The representatives for Christian County are Ms. Vanessa Brandon on the Technical Committee and Mr. Jim Bresee on the Board of Directors. We have added the new mdmbers to this document. MEMORANDUM OF UNDERSTANDING CONCERNING TRANSPORTATION PLANNING FOR THE SPRINGFIELD METROPOLITAN REGION The City of Springfield, Missouri, Greene County, the City of Nixa, the City of Ozark, the City of Strafford, the City of Republic, the City of Battlefield, Christian County, the City ofWillard, and the Missouri Highways and Transportation Commission, do hereby enter into the following MEMORANDUM OF UNDERSTANDING which supersedes the MEMORANDUM OF UNDERSTANDING approved by the Missouri Highway and Transportation Commission on September 15, 1976. WHEREAS, Federal legislation requires that a continuing and comprehensive transportation planning process including all modes of travel be carried on cooperatively between the State and local communities of over 50,000 population to qualify for federal assistance in transportation projects in such areas (23 U.S.C. 134,49 U.S.C. 1602-4); and, WHEREAS, the City of Springfield, Greene County, and the,Missouri Highway and Transportation Commission did establish the Springfield Area Transportation Study Organization by an agreement dated September 6, 1963 in order to provide for the proper urban transportation planning process; and, WHEREAS, the Governor of the State of Missouri on January 10, 1974, did designate the Springfield Area Transportation Study Organization as the recognized Metropolitan Planning Organization for the Springfield Metropolitan Planning Organization for the Springfield metropolitan region; and, WHEREAS, the Springfield Area Transportation Study Organization expanded their metropolitan planning boundaries in 2000 to include the City ofNixa, the City of Ozark, the City of Strafford, the City of Republic, the City of Battlefield, and Christian County; and, WHEREAS, the City of Springfield, Greene County, the City of.Nixa, the City of Ozark, the City of Strafford, the City of Republic, the City of Battlefield, Christian County, the City of Willard, and the Missouri Highways and Transportation Commission wish to insure continuity in the comprehensive and coordinated urban transportation planning process for the Springfield metropolitan region; and, NOW, THEREFORE, BE IT RESOLVED THAT: 1) The City of Springfield, Missouri, Greene County, the City of Nixa, the City of Ozark, the City of Strafford, the City of Republic, the City of Battlefield, Christian County, the City of Willard, and the Missouri Highways and Transportation Commission do hereby approve and enter into this MEMORANDUM OF UNDERSTANDING relating to cooperative urban multimodal transportation planning for the Springfield metropolitan region; and, 2) The City of Springfield, Missouri, Greene County,.the City of Nixa, the City of Ozark, the City of Strafford, the City of Republic, the City of Battlefield, Christian County, the City of Willard, and the Missouri Highways and Transportation Commission will proceed in accordance with the provisions of this MEMORANDUM OF UNDERSTANDING, recognized transportation planning procedures, applicable Federal regulations and the cooperatively developed annual planning work program; and, 3) The Coordinating Committee established under the transportation study agreement of September 6,1963 will be continued as the key component of the transportation study organization to provide guidance, establish policy and coordinate the transportation _.-- planning activities for the Springfield metropolitan region. The Committee will coordinate distribution of designated Federal transportation planning funds to recipient agencies within the Springfield metropolitan region's urbanized boundary, as designated by the U.S. Census Bureau. Membership of the Coordinating Committee shall consist of but not be limited to, representatives of the City of Springfield (including public mass transportation agencies), Greene County, the City ofNixa, the City of Ozark, the City of Strafford, the City of Republic, the City of Battlefield, Christian County, the City of Willard, and the Missouri Highways and Transportation Commission. Representatives or. the committee appointed by the U.S. Department ofTransportation and the Missouri Department of Transportation representatives shall be ex-officio members. Members of this Committee will serve without compensation for service on the Committee; and, 4) The City of Springfield, Missouri, Greene County, the City· ofNixa, the City of Ozark, the City of Strafford, the City of Republic, the City of Battlefield, Christian County, the City of Willard, and the Missouri Highways and Transportation Commission, or any committee formed from this MEMORANDUM OF UNDERSTANDING, shall, in order to eliminate duplication of effort and provide a means for sharing information ofmutual interest, meet, review, and come to an acceptance ofdata used or derived from this MEMORANDUM OF UNDERSTANDING; and, 5) The City of Springfield shall provide staff support to the Springfield Area Transportation Study Organization, as identified in an annual Unified Planning Work Program by the Coordinating Committee. Information from the planning work program, including: socio- economic data, land use data, progress reports, technical reports, and any other pertinent work products, will be madie available to Greene County, the City ofNixa, the City of Ozark, the City of Strafford, the City of Republic, the City of Battlefield, Christian County, the City ofWillard, and the Missouri Highways and Transportation Commission; and, 6) The Coordinating Committee shall determine and form various standing or other committees necessary to carry out transportation activities for the Springfield Metropolitan Planning Area. Membership, purpose, operations, and procedures will be outlined in By- Laws established by the Coordinating Committee. 7) The Missouri Highways and Transportation Commission will provide assistance and expertise for the mbdeling process, assist in the development of alternative plans, existing and future travel data, and offer assistance and expertise in the development of technical reports. 8) A Surface Transportation Program (ST]D Funding Formula shall be established by the MPO, based on jurisdiction population within the urbanized area. This funding formula would be used to distribute funds to jurisdictions within the urbanized area. A jurisdiction may choose to spend part of their allocated STP funds on a project that lies outside their boundaries but it is at their discretion. This type of deviation from the Funding Formula shall require a 100% vote of the urbanized area jurisdictions. Formal changes in the Funding Formula must also be approved by a 100% vote of the urbanized area jurisdictions. 9) Use of Missouri Department ofTransportation funds that are allocated directly to MPO members that lie outside the urbanized boundary shall remain at the discretion ofthat jurisdiction, subject to the funds legal requirements. These projects shall be reported for transportation planning purposes in the annual Transportation Improvement Program (TIP).
