THE ADDITIONAL HAND COUNTED BALLOTS Early election morning, I was called to go to the Northview #1 Precinct because the Optical Scan voting equipment was not working properly. When I anived, there were several people voting, so I observed a voter using the optical scan machine. When the ballot was submitted, the machine rejected it and the LCD reader read "Invalid Ballot". I knew that couldn't be the case because it was working earlier and there is only one ballot style for this polling location and that was ballot # 1. So I left to get an optic scan machine to replace the one that was malfunctioning. While I was on route back to the polling location, I received a call from the judges at Northview #1. They realized the problem was not the machine but the ballots. They were giving out ballot #2 and the machine is programmed to accept ballot #1. There were two packages ofballot #2 with a 100 in each. There was only 1 package opened and 66 ballots were given to the voters. There were 26 unvoted ballots and 8 were spoiled. I brought the remaining ballots back to the office so no more mistakes would be made. I also called every polling location to verify that they received the proper ballots. At the end ofthe night, all those ballots that were placed on the side of the machine both ballot #1 and ballot #2 were separated. All of #1 ballots were run through the voting machine and all of the ballot # 2 (66 total) were hand counted for each race. The two ballots were exactly the same except for State Representative District 141 and State Representative District 142. Ballot # 2 had State Representative District 142 and the voters in that area are ineligible to vote in that race. However, the race for State Representative 141 received no votes. The span ofvotes for State Representative District 141 between Kevin Elmer and Bob Rubino was so great that 66 votes for either candidate would not have affected the outcome. The hand counts of all the races on ballot #2 are indicated by the additions typed on the totals for each candidate on Precinct Northview 1, the summary totals, and the SOVC sheet.
