     2003, among Christian County, Missouri, and Webster Cqfkty, Missouri,
     collectively sometimes called "parties" or "party".

     WHNESSETH:

     WHEREAS, Webster County and Christian County are both political
     subdivisions of the State of Missouri, and are thereby eligible to enter into
     agreements with one another; and

     WHEREAS, Webster County and Christian County are supportive of the goals of
     the National Flood Insurance Program (NFIP), and deem floodplain
     management (authorized under Chapter 49.600 RSMo) to be in the best interests
     of the public,

     THE FOLLOWING AGREEMENT IS RESOLVED:

     The Webster County Commission agrees to contract for services of the
     Floodplain Administrator of Christian County (hereafter, the "Administrator").
- These services are described in Webster County Ordinance #03-01. For this
     purpose, the Administrator will maintain office hours in the Webster County
     Courthouse each Wednesday from 8-12 a.m.

     The Webster County Commission agrees to reimburse Christian County for
     services rendered through December 31, 2003 an amount of $2,250.00.

     This Agreement will be reconsidered at its conclusion, and may be terminated by
     either party after a 30 day written notice.

     WITNESS the execution of this agreement by the parties through their duly
     authorized agents and representatives the day and year first above written.

          I, Stanley D. Whitehurst, Webster County Clerk and County Accounting Officer, hereby certify under
          Section 50.660 RSMo there is either: (1) a balance of funds, otherwise unencumbered, to the credit of
          the appropriation to which tile obligation contained herein is chargeable, and a cash balance otherwise
          unencumbered, in the Treasury, to the credit of the fund from which payment is to be made, each
          suffident to meet the obligation contained herein; or (2) bonds or taxes have been authorized by vote
          of the people and there is a suffident unencumbered amount of the bonds yet to be sold or of the
          taxes levied and yet to be collected to meet the obligation in case there is not a sufficient
          unencumbered cash balance in the treasury.
